Context of 2 Kings 14:4
2Amaziah was twenty-five years old when he became king, and he reigned in Jerusalem twenty-nine years. His mother was Jehoaddin from Jerusalem. 3Amaziah did what was pleasing in the Lord’s sight, but not like his ancestor David. Instead, he followed the example of his father, Joash. Amaziah did not destroy the pagan shrines, and the people still offered sacrifices and burned incense there. 5When Amaziah was well established as king, he executed the officials who had assassinated his father. 6However, he did not kill the children of the assassins, for he obeyed the command of the Lord as written by Moses in the Book of the Law: “Parents must not be put to death for the sins of their children, nor children for the sins of their parents. Those deserving to die must be put to death for their own crimes.”

Judah struggled with the ongoing issue of tolerating long-standing pagan shrines (2 Kings 12:3; 1 Kings 14:23; 15:14; 22:43).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-62Ki 14:1-6. Amaziah's Good Reign over Judah. 3-6. He did that which was right in the sight of the Lord, yet not like David his father--The beginning of his reign was excellent, for he acted the part of a constitutional king, according to the law of God, yet not with perfect sincerity of heart (compare 2Ch 25:2). As in the case of his father Joash, the early promise was belied by the devious course he personally followed in later life (see 2Ch 20:14), as…Read the comment
