Context of Revelation 17:10

8The beast that you saw was, and is not, and will ascend out of the bottomless pit and go to perdition. And those who dwell on the earth will marvel, whose names are not written in the Book of Life from the foundation of the world, when they see the beast that was, and is not, and yet is. 9“Here is the mind which has wisdom: The seven heads are seven mountains on which the woman sits. There are also seven kings. Five have fallen, one is, and the other has not yet come. And when he comes, he must continue a short time. 11The beast that was, and is not, is himself also the eighth, and is of the seven, and is going to perdition. 12“The ten horns which you saw are ten kings who have received no kingdom as yet, but they receive authority for one hour as kings with the beast.

Commentaries on Revelation 17:10

• Adam Clarke Bible Commentary · v. 10And there are seven kings - ̔ · They are also seven kings. Before, it was said, they are seven mountains; here, they are also seven kings, which is a demonstration that kingdoms are not here meant by mountains: and this is a farther argument that the seven electorates are represented by seven mountains, for though the sovereigns of these states ranked with kings, they were not kings: that is to say, they were not absolute and sole lords of the territories…Read the comment
• Barnes’ Notes on the Bible · v. 10And there are seven kings - That is, seven in all, as they are enumerated in this verse and the next. An eighth is mentioned in Revelation 17:11, but it is, at the same time, said that this one so pertains to the seven, or is so properly in one sense of the number seven, though, in another sense, to be regarded as an eighth, that it may be properly reckoned as the seventh. The word “kings” - ͂ basileis- may be understood, so far as the meaning of the word…Read the comment
• Matthew Henry Concise Commentary · v. 7-14Verses 7-14 The beast on which the woman sat was, and is not, and yet is. It was a seat of idolatry and persecution, and is not; not in the ancient form, which was pagan: yet it is; it is truly the seat of idolatry and tyranny, though of another sort and form. It would deceive into stupid and blind submission all the inhabitants of the earth within its influence, except the remnant of the elect. This beast was seven heads, seven mountains, the seven hills…Read the comment
• Tyndale Open Study Notes · v. 10-11Five have fallen: If these kings represent Roman emperors, and we start counting from the change from a republic to an empire with Augustus, who ruled from 29 BC to AD 14, then the fifth would be Nero, who ruled from AD 54 to 68, the sixth would be Vespasian, and the seventh would be Titus. The eighth king would be Domitian. that was, and now is not: Early commentators argued that Domitian embodied Nero’s spirit (see study note on Revelation 17:8). the…Read the comment
