Context of Psalms 9:3
1I will praise You, O Lord, with my whole heart; I will tell of all Your marvelous works. 2I will be glad and rejoice in You; I will sing praise to Your name, O Most High. When my enemies turn back, They shall fall and perish at Your presence. 4For You have maintained my right and my cause; You sat on the throne judging in righteousness. 5You have rebuked the nations, You have destroyed the wicked; You have blotted out their name forever and ever.

- Barnes’ Notes on the Bible · v. 3When mine enemies are turned back - Who these enemies were, the psalmist does not say. It is clear, however, as was remarked in the introduction, that the psalm was composed: (a) in view of a victory which had been achieved over some formidable enemies; and (b) in view of some dangers still impending from a similar source. - Jamieson–Fausset–Brown Commentary · v. 3-53-5. When ... are turned back--It is the result of God's power alone. He, as a righteous Judge (Psa 7:11), vindicates His people. He rebukes by acts as well as words (Psa 6:1; 18:15), and so effectually as to destroy the names of nations as well as persons.Read the comment
