Context of Judges 20:13
11So all the men of Israel were gathered against the city, united together as one man. 12Then the tribes of Israel sent men through all the tribe of Benjamin, saying, “What is this wickedness that has occurred among you? Now therefore, deliver up the men, the perverted men who are in Gibeah, that we may put them to death and remove the evil from Israel!” But the children of Benjamin would not listen to the voice of their brethren, the children of Israel. 14Instead, the children of Benjamin gathered together from their cities to Gibeah, to go to battle against the children of Israel. 15And from their cities at that time the children of Benjamin numbered twenty-six thousand men who drew the sword, besides the inhabitants of Gibeah, who numbered seven hundred select men.

Commentaries on Judges 20:13
- Adam Clarke Bible Commentary · v. 13Deliver us the men - Nothing could be fairer than this. They wish only to make the murderers answerable for their guilt. Benjamin would not hearken - Thus making their whole tribe partakers of the guilt of the men of Gibeah. By not delivering up those bad men, they in effect said: "We will stand by them in what they have done, and would have acted the same part had we been present." This proves that the whole tribe was excessively depraved.Read the comment
- Tyndale Open Study Notes · v. 12-13Israel acknowledged corporate responsibility. The leading citizens of Gibeah were guilty (Judges 20:5), and all of Gibeah became involved in their crimes by not disciplining them. The tribe of Benjamin had a responsibility to bring Gibeah to justice; by failing to do so, they all shared the guilt. If Israel had not addressed Benjamin’s wrongdoing, the guilt would have extended to the entire nation.Read the comment

It was resolved that the inhabitants of Gibeah should be subjected to condign punishment. But the resolutions were conditional…Read the comment
