Context of Daniel 8:24
22As for the broken horn and the four that stood up in its place, four kingdoms shall arise out of that nation, but not with its power. 23“And in the latter time of their kingdom, When the transgressors have reached their fullness, A king shall arise, Having fierce features, Who understands sinister schemes. His power shall be mighty, but not by his own power; He shall destroy fearfully, And shall prosper and thrive; He shall destroy the mighty, and also the holy people. 25“Through his cunning He shall cause deceit to prosper under his rule; And he shall exalt himself in his heart. He shall destroy many in their prosperity. He shall even rise against the Prince of princes; But he shall be broken without human means. 26“And the vision of the evenings and mornings Which was told is true; Therefore seal up the vision, For it refers to many days in the future.”

- Adam Clarke Bible Commentary · v. 24But not by his own power - The strength of the other kingdoms consisted in themselves; but the Roman empire, as a horn or kingdom of the goat, was not mighty by its own power - was not strong by virtue of the goat, but drew its nourishment and strength from Rome and Italy. There grew the trunk and body of the tree; though the branches extended over Greece, Asia, Syria, and Egypt. - Bp. Newton. But not by his own power - That is, it shall not be by any strength of his own, but by the power which God gives him.
