Context of Joshua 9:25
23You are now under a curse: You will never be released from service as woodcutters and water carriers for the house of my God.” 24They answered Joshua, “Your servants were clearly told how the Lord your God had commanded his servant Moses to give you the whole land and to wipe out all its inhabitants from before you. So we feared for our lives because of you, and that is why we did this. We are now in your hands. Do to us whatever seems good and right to you.” 26So Joshua saved them from the Israelites, and they did not kill them. 27That day he made the Gibeonites woodcutters and water carriers for the assembly, to provide for the needs of the altar of the Lord at the place the Lord would choose. And that is what they are to this day.

- Adam Clarke Bible Commentary · v. 25We are in thine hand - Entirely in thy power. As it seemeth good and right unto thee - do - Whatever justice and mercy dictate to thee to do to us, that perform. They expect justice, because they deceived the Israelites; but they expect mercy also, because they were driven to use this expedient for fear of losing their lives. The appeal to Joshua is full of delicacy and cogent argument.Read the comment
- Matthew Henry Concise Commentary · v. 22-27Verses 22-27 The Gibeonites do not justify their lie, but plead that they did it to save their lives. And the fear was not merely of the power of man; one might flee from that to the Divine protection; but of the power of God himself, which they saw engaged against them. Joshua sentences them to perpetual bondage. They must be servants, but any work becomes honourable, when it is done for the house of the Lord, and the offices thereof. - Jamieson–Fausset–Brown Commentary · v. 18-2718-27. the children of Israel smote them not--The moral character of the Gibeonites' stratagem was bad.
