Context of Joshua 9:25
23Because you told lies to us, you will always have to be our servants. You will cut wood and you will fetch water to serve our God.’ 24The Gibeonites said to Joshua, ‘We heard about the command that the Lord your God had given to his servant, Moses. We know that he told Moses to take the whole of our land for you to live in. We know that you must kill all the people who live there now. Because of that, we were very afraid that you would kill us. That is why we did what we did. Now we are under your power. You must decide what to do with us. Do whatever you think is right and good.’ 26So Joshua agreed. He did not let the Israelites kill the Gibeonites. 27Instead, they made the Gibeonites cut wood and fetch water, as servants for the Israelite people. They would also do this for the priests who served the Lord at his altar. They are still doing this, at the place that the Lord has chosen for his altar.

- Adam Clarke Bible Commentary · v. 25We are in thine hand - Entirely in thy power. As it seemeth good and right unto thee - do - Whatever justice and mercy dictate to thee to do to us, that perform. They expect justice, because they deceived the Israelites; but they expect mercy also, because they were driven to use this expedient for fear of losing their lives. The appeal to Joshua is full of delicacy and cogent argument.Read the comment
- Matthew Henry Concise Commentary · v. 22-27Verses 22-27 The Gibeonites do not justify their lie, but plead that they did it to save their lives. And the fear was not merely of the power of man; one might flee from that to the Divine protection; but of the power of God himself, which they saw engaged against them. Joshua sentences them to perpetual bondage. They must be servants, but any work becomes honourable, when it is done for the house of the Lord, and the offices thereof.
