Context of Ezekiel 48:23
21“What remains on both sides of the area formed by the sacred portion and the property of the city will belong to the prince. It will extend eastward from the 25,000 cubits of the sacred portion to the eastern border, and westward from the 25,000 cubits to the western border. Both these areas running the length of the tribal portions will belong to the prince, and the sacred portion with the temple sanctuary will be in the center of them. 22So the property of the Levites and the property of the city will lie in the center of the area that belongs to the prince. The area belonging to the prince will lie between the border of Judah and the border of Benjamin. “As for the rest of the tribes: Benjamin will have one portion; it will extend from the east side to the west side. 24“Simeon will have one portion; it will border the territory of Benjamin from east to west. 25“Issachar will have one portion; it will border the territory of Simeon from east to west.

- Tyndale Open Study Notes · v. 21-29The land that lay to the east and west of the holy square completed the rest of the central area. This land was assigned to the prince. The prince held a higher position than the rest of the people. However, he was below the priests and the Levites in rank and responsibility. His place in the land showed this order. The design of the temple complex taught the same lesson. The arrangement of space showed clear levels of authority and holiness.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-351. Dan--The lands are divided into portions of ideal exactness, running alongside of each other, the whole breadth from west to east, standing in a common relation to the temple in the center: seven tribes' portions on the north, five in the smaller division in the south. The portions of the city, the temple, the prince, and the priesthood, are in the middle, not within the boundaries of any tribe, all alike having a common interest in them.
