Context of Ezekiel 48:23
21Whatever is left on the east side and west side of the holy area and the city property will belong to the prince. This land will extend eastward from the holy area to the eastern border, and it will extend westward to the western border. Both of these areas are as long as one of the sections of the tribes. These areas belong to the prince, and the holy area with the holy place of the temple will be between them. 22So the Levites’ property and the city’s property will be between the prince’s part of the land. What is between Judah’s and Benjamin’s boundaries will belong to the prince. This is what the rest of the tribes will receive: Benjamin will have one part of the land. It will extend from the eastern border to the western border. 24Simeon will have one part of the land and border Benjamin on the south. It will extend from the eastern border to the western border. 25Issachar will have one part of the land and border Simeon on the south. It will extend from the eastern border to the western border.

- Tyndale Open Study Notes · v. 21-29The land that lay to the east and west of the holy square completed the rest of the central area. This land was assigned to the prince. The prince held a higher position than the rest of the people. However, he was below the priests and the Levites in rank and responsibility. His place in the land showed this order. The design of the temple complex taught the same lesson. The arrangement of space showed clear levels of authority and holiness.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-351. Dan--The lands are divided into portions of ideal exactness, running alongside of each other, the whole breadth from west to east, standing in a common relation to the temple in the center: seven tribes' portions on the north, five in the smaller division in the south. The portions of the city, the temple, the prince, and the priesthood, are in the middle, not within the boundaries of any tribe, all alike having a common interest in them.
