Context of Exodus 24:16
14He said to the elders, “Wait here for us until we come back to you. Aaron and Hur are with you, and anyone involved in a dispute can go to them.” 15When Moses went up on the mountain, the cloud covered it, and the glory of the Lord settled on Mount Sinai. For six days the cloud covered the mountain, and on the seventh day the Lord called to Moses from within the cloud. 17To the Israelites the glory of the Lord looked like a consuming fire on top of the mountain. 18Then Moses entered the cloud as he went on up the mountain. And he stayed on the mountain forty days and forty nights.

Commentaries on Exodus 24:16
- Adam Clarke Bible Commentary · v. 16And the seventh day he called - It is very likely that Moses went up into the mount on the first day of the week; and having with Joshua remained in the region of the cloud during six days, on the seventh, which was the Sabbath, God spake to him, and delivered successively to him, during forty days and forty nights, the different statutes and ordinances which are afterwards mentioned.Read the comment
- Matthew Henry Concise Commentary · v. 12-18Verses 12-18 A cloud covered the mount six days; a token of God's special presence there. Moses was sure that he who called him up would protect him. Even those glorious attributes of God which are most terrible to the wicked, the saints with humble reverence rejoice in. And through faith in the atoning Sacrifice, we hope for greater honour than Moses ever enjoyed on earth. Now we see through a glass darkly, but when he shall appear, then face to face…Read the comment

The covenant was then confirmed through several ceremonies: First, the covenant was written down and read aloud to the people (24:4, 7). Then blood was sprinkled as part of the ceremony (24:6). The leaders also shared a covenant meal in God’s presence (24:11). Finally, the glory of the Lord appeared on the mountain (24:15–18).Read the comment

Moses came and told the people all the words of the Lord--The rehearsal of the foregoing laws and the ten commandments, together with the promises of special blessings in the event of their obedience, having drawn forth from the people a unanimous declaration of their consent, it was forthwith recorded as the conditions of the national covenant. The next day preparations were made for having it (the covenant) solemnly ratified, by building an altar…Read the comment
