Context of Deuteronomy 33:3
1This is the blessing that Moses the man of God pronounced on the Israelites before his death. 2He said: “The Lord came from Sinai and dawned over them from Seir; he shone forth from Mount Paran. He came with myriads of holy ones from the south, from his mountain slopes. Surely it is you who love the people; all the holy ones are in your hand. At your feet they all bow down, and from you receive instruction, 4the law that Moses gave us, the possession of the assembly of Jacob. 5He was king over Jeshurun when the leaders of the people assembled, along with the tribes of Israel.

- Adam Clarke Bible Commentary · v. 3Yea, he loved the people - This is the inference which Moses makes from those glorious appearances, that God truly loved the people; and that all his saints, קדשיו kedoshaiv, the people whom he had consecrated to himself, were under his especial benediction; and that in order to make them a holy nation, God had displayed his glory on Mount Sinai, where they had fallen prostrate at his feet with the humblest adoration, sincerely promising the most…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 2-42-4. The Lord came--Under a beautiful metaphor, borrowed from the dawn and progressive splendor of the sun, the Majesty of God is sublimely described as a divine light which appeared in Sinai and scattered its beams on all the adjoining region in directing Israel's march to Canaan. In these descriptions of a theophania, God is represented as coming from the south, and the allusion is in general to the thunderings and lightnings of Sinai; but other…Read the comment
