Context of Daniel 7:21
19“Then I wanted to know the meaning of the fourth beast, which was different from all the others and most terrifying, with its iron teeth and bronze claws—the beast that crushed and devoured its victims and trampled underfoot whatever was left. 20I also wanted to know about the ten horns on its head and about the other horn that came up, before which three of them fell—the horn that looked more imposing than the others and that had eyes and a mouth that spoke boastfully. As I watched, this horn was waging war against the holy people and defeating them, 22until the Ancient of Days came and pronounced judgment in favor of the holy people of the Most High, and the time came when they possessed the kingdom. 23“He gave me this explanation: ‘The fourth beast is a fourth kingdom that will appear on earth. It will be different from all the other kingdoms and will devour the whole earth, trampling it down and crushing it.

- Adam Clarke Bible Commentary · v. 21The same horn made war with the saints, and prevailed against them - Those who make Antiochus the little horn, make the saints the Jewish people. Those who understand the popedom by it, see this as referring to the cruel persecutions of the popes of Rome against the Waldenses and Albigenses, and the Protestant Church in general.Read the comment
- Barnes’ Notes on the Bible · v. 21I beheld, and the same horn made war with the saints - I continued to look on this until I saw war made by this horn with the people of God. This circumstance, also, is not referred to in the first description, and the order of time in the description would seem to imply that the war with the saints would be at a considerable period after the first appearance of the horn, or would be only when it had grown to its great size and power. This “war” might…Read the comment
