Context of Daniel 8:9
7I saw it attack the ram furiously, striking the ram and shattering its two horns. The ram was powerless to stand against it; the goat knocked it to the ground and trampled on it, and none could rescue the ram from its power. 8The goat became very great, but at the height of its power the large horn was broken off, and in its place four prominent horns grew up toward the four winds of heaven. Out of one of them came another horn, which started small but grew in power to the south and to the east and toward the Beautiful Land. 10It grew until it reached the host of the heavens, and it threw some of the starry host down to the earth and trampled on them. 11It set itself up to be as great as the commander of the army of the Lord; it took away the daily sacrifice from the Lord, and his sanctuary was thrown down.

Commentaries on Daniel 8:9
- Adam Clarke Bible Commentary · v. 9Out of one of them came forth a little horn - Some think that Antiochus Epiphanes is meant; but Bp. Newton contends that it is the Roman government that is intended; and although very great at its zenith, yet very little in its rising. Waxed - great toward the south - The Romans made Egypt a province of their empire, and it continued such for some centuries. Toward the east - They conquered Syria, and made it a province. Toward the pleasant land - Judea…Read the comment
- Barnes’ Notes on the Bible · v. 9And out of one of them, came forth a little horn - Emblematic of new power that should spring up. Compare the notes at Daniel 7:8. This little horn sprang, up out of one of the others; it did not spring up in the midst of the others as the little horn, in Daniel 7:8, did among the ten others. This seemed to grow out of one of the four, and the meaning cannot be misunderstood. From one of the four powers or kingdoms into which the empire of Alexander would…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 99. little horn--not to be confounded with the little horn of the fourth kingdom in Da 7:8. The little horn in Da 7:8 comes as an eleventh horn after ten preceding horns. In Da 8:9 it is not an independent fifth horn, after the four previous ones, but it arises out of one of the four existing horns. This horn is explained (Da 8:23) to be "a king of fierce countenance," &c. Antiochus Epiphanes is meant. Greece with all its refinement produces the first…Read the comment
