Context of Psalms 147:12
10He is not enamored with the strength of a horse, nor is he impressed by the warrior’s strong legs. 11The Lord takes delight in his faithful followers, and in those who wait for his loyal love. Extol the Lord, O Jerusalem! Praise your God, O Zion! 13For he makes the bars of your gates strong. He blesses your children within you. 14He brings peace to your territory. He abundantly provides for you the best grain.

- Matthew Henry Concise Commentary · v. 12-20Verses 12-20 The church, like Jerusalem of old, built up and preserved by the wisdom, power, and goodness of God, is exhorted to praise him for all the benefits and blessings vouchsafed to her; and these are represented by his favours in the course of nature.
