Context of Numbers 20:14
12Then the Lord spoke to Moses and Aaron, “Because you did not trust me enough to show me as holy before the Israelites, therefore you will not bring this community into the land I have given them.” 13These are the waters of Meribah, because the Israelites contended with the Lord, and his holiness was maintained among them. Moses sent messengers from Kadesh to the king of Edom: “Thus says your brother Israel: ‘You know all the hardships we have experienced, 15how our ancestors went down into Egypt, and we lived in Egypt a long time, and the Egyptians treated us and our ancestors badly. 16So when we cried to the Lord, he heard our voice and sent a messenger, and has brought us up out of Egypt. Now we are here in Kadesh, a town on the edge of your country.

- Barnes’ Notes on the Bible · v. 14Compare the marginal reference. It appears from comparing Numbers 20:1 with Numbers 33:38, that the host must have remained in Kadesh some three or four months. No doubt time was required for re-organization. In order to gain the banks of Jordan by the shortest route they had to march nearly due east from Kadesh, and pass through the heart of the Edomite mountains. These are lofty and precipitous, traversed by two or three narrow defiles. Hence, the…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 14-1614-16. Moses sent messengers ... to the king of Edom--The encampment at Kadesh was on the confines of the Edomite territory, through which the Israelites would have had an easy passage across the Arabah by Wady-el-Ghuweir, so that they could have continued their course around Moab, and approached Palestine from the east [Roberts].
