Context of Nahum 1:8
6No one can withstand his indignation! No one can resist his fierce anger! His wrath is poured out like volcanic fire, boulders are broken up as he approaches. 7The Lord is good – indeed, he is a fortress in time of distress, and he protects those who seek refuge in him. But with an overwhelming flood he will make a complete end of Nineveh; he will drive his enemies into darkness. 9Whatever you plot against the Lord, he will completely destroy! Distress will not arise a second time. 10Surely they will be totally consumed like entangled thorn bushes, like the drink of drunkards, like very dry stubble.

- Adam Clarke Bible Commentary · v. 8But with an overrunning flood - Bishop Newcome thinks this may refer to the manner in which Nineveh was taken. The Euphrates overflowed its banks, deluged a part of the city, and overturned twenty stadia of the wall; in consequence of which the desponding king burnt himself, and his palace, with his treasures. - Diodor. - Jamieson–Fausset–Brown Commentary · v. 88. with an overrunning flood--that is, with irresistible might which overruns every barrier like a flood. This image is often applied to overwhelming armies of invaders. Also of calamity in general (Psa 32:6; 42:7; 90:5). There is, perhaps, a special allusion to the mode of Nineveh's capture by the Medo-Babylonian army; namely, through a flood in the river which broke down the wall twenty furlongs (see on Na 2:6; Is 8:8; Da 9:26; 11:10, 22, 40). end of…Read the comment
