Context of Judges 5:17
15Issachar’s leaders were with Deborah, the men of Issachar supported Barak; into the valley they were sent under Barak’s command. Among the clans of Reuben there was intense heart searching. 16Why do you remain among the sheepfolds, listening to the shepherds playing their pipes for their flocks? As for the clans of Reuben – there was intense searching of heart. Gilead stayed put beyond the Jordan River. As for Dan – why did he seek temporary employment in the shipyards? Asher remained on the seacoast, he stayed by his harbors. 18The men of Zebulun were not concerned about their lives; Naphtali charged on to the battlefields. 19Kings came, they fought; the kings of Canaan fought, at Taanach by the waters of Megiddo, but they took no silver as plunder.

Issachar, where the battle took place, was joined by Zebulun and Naphtali, the two tribes closest to Barak’s home base. The tribes that were too hesitant and fearful to join the fight included Reuben, Gad (represented by Gilead), Dan, and Asher.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 17-1817-18. Gilead abode beyond Jordan--that is, Both Gad and the eastern half to Manasseh chose to dwell at ease in their Havoth-jair, or "villages of tents," while Dan and Asher, both maritime tribes, continued with their ships and in their "breaches" ("havens").
