Context of Judges 5:15
13Then the survivors came down to the mighty ones; the Lord’s people came down to me as warriors. 14They came from Ephraim, who uprooted Amalek, they follow after you, Benjamin, with your soldiers. From Makir leaders came down, from Zebulun came the ones who march carrying an officer’s staff. Issachar’s leaders were with Deborah, the men of Issachar supported Barak; into the valley they were sent under Barak’s command. Among the clans of Reuben there was intense heart searching. 16Why do you remain among the sheepfolds, listening to the shepherds playing their pipes for their flocks? As for the clans of Reuben – there was intense searching of heart. 17Gilead stayed put beyond the Jordan River. As for Dan – why did he seek temporary employment in the shipyards? Asher remained on the seacoast, he stayed by his harbors.

- Adam Clarke Bible Commentary · v. 15The princes of Issachar - They were at hand and came willingly forth, at the call of Deborah, to this important war. Barak - was sent on foot - I have no doubt that ברגלין , without regarding the points, should be translated with his footmen or infantry. Thus the Alexandrian Septuagint understood it, rendering the clause thus: ̔ , "Barak also sent forth his footmen into the valley." Luther has perfectly hit the meaning, Barak mit seinen fussvoleke, "Barak…Read the comment
- Barnes’ Notes on the Bible · v. 15Even Issachar - i. e. “and, as well as Issachar, Barak also with the tribes of Zebulun and Naphtali, rushed down on foot from Mount Tabor into the valley to attack the iron chariots of Sisera.” For the divisions - Better: “among the brooks.” Reuben ought to have followed in this catalogue of patriots, but with that abruptness for which this poem is so conspicuous, Deborah adverts to his absence instead.Read the comment

- Tyndale Open Study Notes · v. 14-18These verses honor those who volunteered and shame those who did not. Ephraim, Benjamin, and Manasseh (represented by Makir) came from the south. Issachar, where the battle took place, was joined by Zebulun and Naphtali, the two tribes closest to Barak’s home base. The tribes that were too hesitant and fearful to join the fight included Reuben, Gad (represented by Gilead), Dan, and Asher.Read the comment

For the divisions of Reuben there were great thoughts of heart--They felt the patriotic impulse and determined, at first, to join the ranks of their western brethren, but resiled from the purpose, preferring their…Read the comment
