Context of Judges 2:21
19When a leader died, the next generation would again act more wickedly than the previous one. They would follow after other gods, worshiping them and bowing down to them. They did not give up their practices or their stubborn ways. 20The Lord was furious with Israel. He said, “This nation has violated the terms of the agreement I made with their ancestors by disobeying me. So I will no longer remove before them any of the nations that Joshua left unconquered when he died. 22Joshua left those nations to test Israel. I wanted to see whether or not the people would carefully walk in the path marked out by the Lord, as their ancestors were careful to do.” 23This is why the Lord permitted these nations to remain and did not conquer them immediately; he did not hand them over to Joshua.

Commentaries on Judges 2:21
- Adam Clarke Bible Commentary · v. 21I will not henceforth drive out - As a people, they never had personal courage, discipline, or hardihood, sufficient to stand before their enemies: the advantages they gained were by the peculiar interference of God. This they had while obedient; when they ceased to obey, his strong arm was no longer stretched out in their behalf; therefore their enemies continued to possess the land which God purposed to give them as their inheritance for ever.Read the comment
- Matthew Henry Concise Commentary · v. 6-23Verses 6-23 We have a general idea of the course of things in Israel, during the time of the Judges. The nation made themselves as mean and miserable by forsaking God, as they would have been great and happy if they had continued faithful to him. Their punishment answered to the evil they had done. They served the gods of the nations round about them, even the meanest, and God made them serve the princes of the nations round about them, even the meanest…Read the comment
- Tyndale Open Study Notes · v. 20-23The remaining Canaanites and their religion tempted the Israelites, offering an alternative to following the Lord and his covenant. God knew and even planned this outcome (compare Judges 3:4), but he does not set his people up to sin (James 1:12–15). Temptations are everywhere, but the choice to obey God or give in to temptation is up to those who claim to know him. Israel had a duty to fully possess the land, but God, not humans, decides victory or…Read the comment
