Context of Judges 2:21
19But when the leader died, the people would stop serving the Lord. They would do even more wicked things than their fathers had done. They would serve false gods and they would worship them. They refused to stop doing the wicked things that they wanted to do. 20Because of this, the Lord became very angry with the Israelites. He said, ‘This nation of my people has not obeyed the covenant that I made with their ancestors. So I will not chase out the nations that are still living in the land. They are the people who were still there when Joshua died. 22I will use those nations to test the Israelites. I will see if my people will live carefully, in the way that I have shown them. That is the way that their ancestors lived.’ 23So the Lord let some of the Canaanite nations continue to live in the land. He did not chase them all away. He did not put them all under Joshua's power.

Commentaries on Judges 2:21
- Adam Clarke Bible Commentary · v. 21I will not henceforth drive out - As a people, they never had personal courage, discipline, or hardihood, sufficient to stand before their enemies: the advantages they gained were by the peculiar interference of God. This they had while obedient; when they ceased to obey, his strong arm was no longer stretched out in their behalf; therefore their enemies continued to possess the land which God purposed to give them as their inheritance for ever.Read the comment
- Matthew Henry Concise Commentary · v. 6-23Verses 6-23 We have a general idea of the course of things in Israel, during the time of the Judges. The nation made themselves as mean and miserable by forsaking God, as they would have been great and happy if they had continued faithful to him. Their punishment answered to the evil they had done. They served the gods of the nations round about them, even the meanest, and God made them serve the princes of the nations round about them, even the meanest…Read the comment
- Tyndale Open Study Notes · v. 20-23The remaining Canaanites and their religion tempted the Israelites, offering an alternative to following the Lord and his covenant. God knew and even planned this outcome (compare Judges 3:4), but he does not set his people up to sin (James 1:12–15). Temptations are everywhere, but the choice to obey God or give in to temptation is up to those who claim to know him. Israel had a duty to fully possess the land, but God, not humans, decides victory or…Read the comment
