Context of Joshua 9:11
9They told him, “Your subjects have come from a very distant land because of the reputation of the Lord your God, for we have heard the news about all he did in Egypt 10and all he did to the two Amorite kings on the other side of the Jordan – King Sihon of Heshbon and King Og of Bashan in Ashtaroth. Our leaders and all who live in our land told us, ‘Take provisions for your journey and go meet them. Tell them, “We are willing to be your subjects. Make a treaty with us.”’ 12This bread of ours was warm when we packed it in our homes the day we started out to meet you, but now it is dry and hard. 13These wineskins we filled were brand new, but look how they have ripped. Our clothes and sandals have worn out because it has been a very long journey.”

- Adam Clarke Bible Commentary · v. 11Wherefore our elders, etc. - All this, and what follows to the end of Joshua 9:13, was false, contrived merely for the purpose of deceiving the Israelites, and this they did to save their own lives; as they expected all the inhabitants of Canaan to be put to the sword.Read the comment
- Matthew Henry Concise Commentary · v. 3-13Verses 3-13 Other people heard these tidings, and were driven thereby to make war upon Israel; but the Gibeonites were led to make peace with them. Thus the discovery of the glory and the grace of God in the gospel, is to some a savour of life unto life, but to others a savour of death unto death, 2Co 2:16. The same sun softens wax and hardens clay. The falsehood of the Gibeonites cannot be justified. We must not do evil that good may themselves to the…Read the comment
- Tyndale Open Study Notes · v. 11-13None of Israel’s leaders noticed that the Gibeonites did not answer Joshua’s questions. This was because they had become distracted by the false words of praise about God and the idea that a foreign people wanted a treaty. If the Israelites spared their lives, the Gibeonites were willing to become Israel’s servants and swear to a treaty. This request should have raised suspicions among Israel’s leaders. Why would people from a distant land want a treaty…Read the comment

It was the capital of the Hivites, and a large important city (Jos 10:2). It seems to have formed, in union with a few other towns in the neighborhood, a free independent state (Jos 9:17) and to have enjoyed a republican government (Jos 9:11).Read the comment
