Context of Joshua 9:11
9They said to him, “Your servants have come from a country that is very far away because of the fame of the Lord your God; for we have heard the news about Him and all [the remarkable things] that He did in Egypt, 10and everything that He did to the two kings of the Amorites who were beyond the Jordan, to Sihon the king of Heshbon and to Og the king of Bashan who lived in Ashtaroth. So our elders and all the residents of our country said to us, ‘Take provisions for the journey and go to meet the sons of Israel and say to them, “We are your servants; now make a covenant (treaty) with us.” ’ 12This bread of ours was hot (fresh) when we took it along as our provision from our houses on the day we left to come to you; now look, it is dry and has turned to crumbs. 13These wineskins which we filled were new, and look, they are split; our clothes and our sandals are worn out because of the very long journey [that we had to make].”

- Adam Clarke Bible Commentary · v. 11Wherefore our elders, etc. - All this, and what follows to the end of Joshua 9:13, was false, contrived merely for the purpose of deceiving the Israelites, and this they did to save their own lives; as they expected all the inhabitants of Canaan to be put to the sword.Read the comment
- Matthew Henry Concise Commentary · v. 3-13Verses 3-13 Other people heard these tidings, and were driven thereby to make war upon Israel; but the Gibeonites were led to make peace with them. Thus the discovery of the glory and the grace of God in the gospel, is to some a savour of life unto life, but to others a savour of death unto death, 2Co 2:16. The same sun softens wax and hardens clay. The falsehood of the Gibeonites cannot be justified. We must not do evil that good may themselves to the…Read the comment
- Tyndale Open Study Notes · v. 11-13None of Israel’s leaders noticed that the Gibeonites did not answer Joshua’s questions. This was because they had become distracted by the false words of praise about God and the idea that a foreign people wanted a treaty. If the Israelites spared their lives, the Gibeonites were willing to become Israel’s servants and swear to a treaty. This request should have raised suspicions among Israel’s leaders. Why would people from a distant land want a treaty…Read the comment

It was the capital of the Hivites, and a large important city (Jos 10:2). It seems to have formed, in union with a few other towns in the neighborhood, a free independent state (Jos 9:17) and to have enjoyed a republican government (Jos 9:11).Read the comment
