Context of Joshua 18:17
15The southern side started on the edge of Kiriath Jearim and extended westward to the spring of the waters of Nephtoah. 16The border then descended to the edge of the hill country near the Valley of Ben Hinnom located in the Valley of the Rephaites to the north. It descended through the Valley of Hinnom to the slope of the Jebusites to the south and then down to En Rogel. It went northward, extending to En Shemesh and Geliloth opposite the Pass of Adummim, and descended to the Stone of Bohan son of Reuben. 18It crossed to the slope in front of the Arabah to the north and descended into the Arabah. 19It then crossed to the slope of Beth Hoglah to the north and ended at the northern tip of the Salt Sea at the mouth of the Jordan River. This was the southern border.

- Matthew Henry Concise Commentary · v. 11-28Verses 11-28 The boundaries of each portion were distinctly drawn, and the inheritance of each tribe settled. All contests and selfish claims were prevented by the wise appointment of God, who allotted the hill and the valley, the corn and pasture, the brooks and rivers, the towns and cities. Is the lot of any servant of Christ cast in affliction and sorrow? It is the Lord; let him do what seemeth him good. Are we in prosperity and peace? It is from…Read the comment

The tribal allowances made the covenant of the Israelites with God real. It showed the fulfillment of God's promise to Abraham, Isaac, and Jacob. Since God owned the land, giving it to the tribes was a gift. God gave them the land to live in and guided its distribution.
