Context of Joel 1:13
11Be distressed, farmers; wail, vinedressers, over the wheat and the barley. For the harvest of the field has perished. 12The vine has dried up; the fig tree languishes – the pomegranate, date, and apple as well. In fact, all the trees of the field have dried up. Indeed, the joy of the people has dried up! Get dressed and lament, you priests! Wail, you who minister at the altar! Come, spend the night in sackcloth, you servants of my God, because no one brings grain offerings or drink offerings to the temple of your God anymore. 14Announce a holy fast; proclaim a sacred assembly. Gather the elders and all the inhabitants of the land to the temple of the Lord your God, and cry out to the Lord. 15How awful that day will be! For the day of the Lord is near; it will come as destruction from the Divine Destroyer.

- Barnes’ Notes on the Bible · v. 13Gird yourselves - that is, with haircloth, as is elsewhere expressed Isaiah 22:12; Jeremiah 4:8; Jeremiah 6:26. The outward affliction is an expression of the inward grief, and itself excites to further grief. This their garment of affliction and penitence, they were not to put off day and night. Their wonted duty was to “offer up sacrifice for their own sins and the sins of the people” Hebrews 7:27, and to entreat God for them. This their office the…Read the comment

See what perishing, uncertain things our creature-comforts are. See how we need to live in continual dependence upon God and his providence. See what ruinous work…Read the comment
