Context of Isaiah 14:31
29Don’t be so happy, all you Philistines, just because the club that beat you has been broken! For a viper will grow out of the serpent’s root, and its fruit will be a darting adder. 30The poor will graze in my pastures; the needy will rest securely. But I will kill your root by famine; it will put to death all your survivors. Wail, O city gate! Cry out, O city! Melt with fear, all you Philistines! For out of the north comes a cloud of smoke, and there are no stragglers in its ranks. 32How will they respond to the messengers of this nation? Indeed, the Lord has made Zion secure; the oppressed among his people will find safety in her.

- Matthew Henry Concise Commentary · v. 28-32Verses 28-32 Assurance is given of the destruction of the Philistines and their power, by famine and war. Hezekiah would be more terrible to them than Uzziah had been. Instead of rejoicing, there would be lamentation, for the whole land would be ruined. Such destruction will come upon the proud and rebellious, but the Lord founded Zion for a refuge to poor sinners, who flee from the wrath to come, and trust in his mercy through Christ Jesus.
