Context of 2 Kings 17:33
31the Avvites made Nibhaz and Tartak, and the Sepharvites burned their sons in the fire as an offering to Adrammelech and Anammelech, the gods of Sepharvaim. 32At the same time they worshiped the Lord. They appointed some of their own people to serve as priests in the shrines on the high places. They were worshiping the Lord and at the same time serving their own gods in accordance with the practices of the nations from which they had been deported. 34To this very day they observe their earlier practices. They do not worship the Lord; they do not obey the rules, regulations, law, and commandments that the Lord gave the descendants of Jacob, whom he renamed Israel. 35The Lord made an agreement with them and instructed them, “You must not worship other gods. Do not bow down to them, serve them, or offer sacrifices to them.

- Matthew Henry Concise Commentary · v. 24-41Verses 24-41 The terror of the Almighty will sometimes produce a forced or feigned submission in unconverted men; like those brought from different countries to inhabit Israel. But such will form unworthy thoughts of God, will expect to please him by outward forms, and will vainly try to reconcile his service with the love of the world and the indulgence of their lusts.
