Context of Zechariah 1:19
17“Announce again: This is what the Lord of Armies says: My cities will overflow with prosperity once more. The Lord will again comfort Zion and will again choose Jerusalem.” 18I looked up and saw four animal horns. So I asked the angel who was speaking with me, “What do these horns mean?” He said to me, “These are the horns ⌞of the nations⌟ that scattered Judah, Israel, and Jerusalem.” 20Then the Lord showed me four craftsmen. 21I asked, “What are they going to do?” He answered, “Those horns scattered Judah so widely that no one could lift up his head. But the craftsmen have come to terrify them, to throw down the horns of the nations. The nations raised their horns to scatter the land of Judah.”

- Barnes’ Notes on the Bible · v. 19These are the horns which have scattered - o“The four horns which scattered Judah, Israel and Jerusalem, are four nations, Babylonians, Medes and Persians, Macedonians and Romans; as the Lord, on the prophet‘s enquiry, explains here, and Daniel unfolds most fully 1 Corinthians 3:10; and the Lord, when wroth, said that He would “take away from Jerusalem artificer and wise man” Isaiah 3:3. - Matthew Henry Concise Commentary · v. 18-21Verses 18-21 The enemies of the church threaten to cut off the name of Israel. They are horns, emblems of power, strength, and violence. The prophet saw them so formidable that he began to despair of the safety of every good man, and the success of every good work; but the Lord showed him four workmen empowered to cut off these horns. With an eye of sense we see the power of the enemies of the church; look which way we will, the world shows us that; but…Read the comment
- Tyndale Open Study Notes · v. 18-19Then I looked up suggests the prophet was interrupted by another vision while still focused on the previous one (also in Zechariah 2:1; 5:1; 6:1). Horns symbolized power and authority in the biblical world and might represent an individual ruler (see Daniel 7:8; 8:8), a family line of kings, or nations.Read the comment
