Context of Zechariah 1:19
17The angel told me that I must say this: ‘The Lord Almighty says, “My towns will be rich again. I will again speak kind words to Jerusalem. I will choose Jerusalem again as my own city.” ’ 18And I looked up and I saw four horns. And I asked the angel that talked with me, ‘What are these horns?’ Then the angel said to me, ‘These are the strong enemies of my people. They took my people out of Judah, out of Israel and out of Jerusalem.’ 20Then the Lord showed me four workers with hammers. 21I said, ‘What are these men coming to do?’ The Lord answered, ‘The horns are the enemies that destroyed Judah. They destroyed Judah and they made the people ashamed. The workers came to frighten and to destroy the enemies because they killed many of my people. The enemies took many of my people out of Judah.’

- Matthew Henry Concise Commentary · v. 18-21Verses 18-21 The enemies of the church threaten to cut off the name of Israel. They are horns, emblems of power, strength, and violence. The prophet saw them so formidable that he began to despair of the safety of every good man, and the success of every good work; but the Lord showed him four workmen empowered to cut off these horns. With an eye of sense we see the power of the enemies of the church; look which way we will, the world shows us that; but…Read the comment
