Context of Zechariah 1:11
9“What do these horses mean, sir?” I asked. The angel who was speaking with me answered, “I will show you what they mean.” 10The man standing among the myrtle trees explained, “They’re the horses the Lord has sent to patrol the earth.” Then they reported to the Messenger of the Lord standing among the myrtle trees, “We have patrolled the earth. The whole world is at rest and in peace.” 12Then the Messenger of the Lord said, “Lord of Armies, how much longer until you show compassion to Jerusalem and the cities of Judah? You’ve been angry with them for 70 years.” 13The Lord responded to the angel who was speaking with me, using kind and comforting words.

- Barnes’ Notes on the Bible · v. 11Sitteth still and is at rest - At rest, as the word seems to express, from its accustomed state of tumult and war. Wars, although soon to break out again, were in the second year of Darius for the time suspended. The rest, in which the world was, suggests the contrast of the yet continuing unrest allotted to the people of God. Such rest had been promised to Israel, on its return from the captivity, but had not yet been fulfilled. Through the hostility of…Read the comment

A man like a warrior sat on a red horse, in the midst of this shady myrtle-grove. Though the church was in a low condition, Christ was present in the midst, ready to appear for the relief of his people. Behind him were angels ready to be employed by him, some in acts of judgment, others of mercy, others in mixed events…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1111. The attendant angels report to the Lord of angels, "the earth ... is at rest." The flourishing state of the heathen "earth," while Judah was desolate and its temple not yet restored, is the powerful plea in the Divine Angel's intercession with God the Father in Zec 1:12. When Judah was depressed to the lowest point, and the heathen elated to the highest, it was time for Jehovah to work for His people. sitteth still--dwells surely.Read the comment
