Context of Judges 20:8
6So I took my concubine and cut her into pieces. Then I sent the pieces throughout the territory of Israel. I did this because the citizens of Gibeah did this perverted and godless thing in Israel. 7All you people of Israel, tell me what you think. Give me your advice right now!” All the people stood united, saying, “None of us will go to his tent or return to his house. 9This is what we’ll do to Gibeah. We’ll decide by lot who should attack it. 10We’ll take one-tenth of all the men from the tribes of Israel to get supplies for the troops. When the troops go to Gibeah in the territory of Benjamin they can punish the citizens of Gibeah for the godless thing they did in Israel.”

- Tyndale Open Study Notes · v. 1-48These two epilogues (Judges 17–18 and 19–21) show that inspired but unstructured leadership cannot last. As society moved toward chaos and civil war, the phrase, In those days there was no king in Israel appears four times. The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-178-13. all the people arose as one man--The extraordinary unanimity that prevailed shows, that notwithstanding great disorders had broken out in many parts, the people were sound at the core; and remembering their national covenant with God, they now felt the necessity of wiping out so foul a stain on their character as a people. It was resolved that the inhabitants of Gibeah should be subjected to condign punishment. But the resolutions were conditional…Read the comment
