Context of Judges 20:8
6I took my concubine, cut her into pieces and sent one piece to each region of Israel’s inheritance, because they committed this lewd and outrageous act in Israel. 7Now, all you Israelites, speak up and tell me what you have decided to do.” All the men rose up together as one, saying, “None of us will go home. No, not one of us will return to his house. 9But now this is what we’ll do to Gibeah: We’ll go up against it in the order decided by casting lots. 10We’ll take ten men out of every hundred from all the tribes of Israel, and a hundred from a thousand, and a thousand from ten thousand, to get provisions for the army. Then, when the army arrives at Gibeah in Benjamin, it can give them what they deserve for this outrageous act done in Israel.”

- Tyndale Open Study Notes · v. 1-48These two epilogues (Judges 17–18 and 19–21) show that inspired but unstructured leadership cannot last. As society moved toward chaos and civil war, the phrase, In those days there was no king in Israel appears four times. The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-178-13. all the people arose as one man--The extraordinary unanimity that prevailed shows, that notwithstanding great disorders had broken out in many parts, the people were sound at the core; and remembering their national covenant with God, they now felt the necessity of wiping out so foul a stain on their character as a people. It was resolved that the inhabitants of Gibeah should be subjected to condign punishment. But the resolutions were conditional…Read the comment
