Context of Joel 2:21
19The Lord said to his people, “I am going to send grain, new wine, and olive oil to you. You will be satisfied with them. I will no longer make you a disgrace among the nations. 20“I will keep the northern ⌞army⌟ far from you, and I will force it into a dry and barren land. The soldiers in front will be forced into the eastern sea. The soldiers in back will be forced into the western sea. A foul odor will rise from the dead bodies. They will stink.” He has done great things! Land, do not be afraid. Be glad and rejoice. The Lord has done great things! 22Wild animals, do not be afraid. The pastures in the wilderness have turned green. The trees have produced their fruit. There are plenty of figs and grapes. 23People of Zion, be glad and find joy in the Lord your God. The Lord has given you the Teacher of Righteousness. He has sent the autumn rain and the spring rain as before.

- Barnes’ Notes on the Bible · v. 21Fear not, O land - Before, they were bidden to tremble Joel 2:1, now they are bidden, “fear not;” before, “to turn in weeping, fasting and mourning;” now, “to bound for joy and rejoice;” before, “the land mourned;” now, “the land is bidden to rejoice.” The enemy had “done great things;” now the cause of joy is that God had “done great things;” the Almightiness of God overwhelming and sweeping over the might put forth to destroy. - Matthew Henry Concise Commentary · v. 15-27Verses 15-27 The priests and rulers are to appoint a solemn fast. The sinner's supplication is, Spare us, good Lord. His promises are real answers to the prayers of faith; with him saying and doing are not two things. Some understand these promises figuratively, as pointing to gospel grace, and as fulfilled in the abundant comforts…Read the comment
