Context of Job 35:13
11who teaches us more than he teaches the animals of the earth, who makes us wiser than the birds in the sky?’ 12Then they cry out, but he doesn’t answer them because of the arrogance of ⌞those⌟ evil people. “Surely, God doesn’t listen to idle complaints. The Almighty doesn’t even pay attention to them. 14Although you say that you pay attention to him, your case is in front of him, but you’ll have to wait for him. 15And now ⌞you say⌟ that his anger doesn’t punish ⌞anyone⌟ and he isn’t too concerned about evil.

- Barnes’ Notes on the Bible · v. 13Surely God will not hear vanity - A vain, hollow, heartless petition. The object of Elihu here is to account for the reason why sufferers are not relieved - having his eye, doubtless, on the case of Job as one of the most remarkable of the kind. The solution which he here gives of the difficulty is, that it is not consistent for God to hear a prayer where there is no sincerity. Of the “truth” of the remark there can be no doubt, but he seems to have taken…Read the comment

This he knew not how to reconcile the justice of God and his government. Elihu solves the difficulty.
