Context of Isaiah 37:16
14Hezekiah took the letter from the messengers, read it, and went to the Lord’s temple. He spread it out in front of the Lord 15and prayed to the Lord, “Lord of Armies, God of Israel, you are enthroned over the angels. You alone are God of the kingdoms of the world. You made heaven and earth. 17Turn your ear toward me, Lord, and listen. Open your eyes, Lord, and see. Listen to the entire message that Sennacherib sent to defy the living God. 18It is true, Lord, that the kings of Assyria have leveled every country.

- Barnes’ Notes on the Bible · v. 16O Lord of hosts - (See the note at Isaiah 1:9). That dwellest between the cherubims - On the cherubim, see the note at Isaiah 14:13. The reference here is doubtless to the fact that the symbol of the divine presence in the temple the Shechinah (from שׁכן shâkan to dwell, to inhabit; so called because it was the symbol of God‘s dwelling with his people or inhabiting the temple) - rested on the cover of the ark in the temple. In his prayer, Hezekiah recognized that the Lord, as the creator, is the God of all the earth's kingdoms. The Lord rules over all kingdoms. The mighty cherubim were in the temple on top of the ark of the covenant, which was God's throne in his temple (see study note on Leviticus 16:2; see also Psalms 80:1; 99:1).Read the comment

They were formed out of the same mass of pure gold as the mercy seat itself (Ex 25:19, Margin). The phrase, "dwellest between the cherubim," arose from their position at each end of the…Read the comment
