Context of Genesis 13:15
13(The people who lived in Sodom were very wicked. They committed terrible sins against the Lord.) 14After Lot left, the Lord said to Abram, “Look north, south, east, and west of where you are. I will give all the land you see to you and to your descendants for an indefinite period of time. 16I will also give you as many descendants as the dust of the earth. If anyone could count the dust of the earth, then he could also count your descendants. 17Go! Walk back and forth across the entire land because I will give it to you.”

- Adam Clarke Bible Commentary · v. 15To thee will I give it, and to thy seed for ever - This land was given to Abram, that it might lineally and legally descend to his posterity; and though Abram himself cannot be said to have possessed it, Acts 7:5, yet it was the gift of God to him in behalf of his seed; and this was always the design of God, not that Abram himself should possess it, but that his posterity should, till the manifestation of Christ in the flesh.
