Context of Genesis 13:15
13But the men of Sodom were extremely wicked and sinful against the Lord [unashamed in their open sin before Him]. 14The Lord said to Abram, after Lot had left him, “Now lift up your eyes and look from the place where you are standing, northward and southward and eastward and westward; for all the land which you see I will give to you and to your descendants forever. 16I will make your descendants [as numerous] as the dust of the earth, so that if a man could count the [grains of] dust of the earth, then your descendants could also be counted. 17Arise, walk (make a thorough reconnaissance) around in the land, through its length and its width, for I will give it to you.”

- Adam Clarke Bible Commentary · v. 15To thee will I give it, and to thy seed for ever - This land was given to Abram, that it might lineally and legally descend to his posterity; and though Abram himself cannot be said to have possessed it, Acts 7:5, yet it was the gift of God to him in behalf of his seed; and this was always the design of God, not that Abram himself should possess it, but that his posterity should, till the manifestation of Christ in the flesh.
