Context of Deuteronomy 33:7
5The Lord was king of Jeshurun when the leaders of the people assembled together with all the tribes of Israel. 6“May the tribe of Reuben live and not die out, though their people are few in number.” This is what he said about the tribe of Judah: “Hear the cry of Judah, O Lord, and bring them to their people. They must defend themselves. Help them against their enemies.” 8About the tribe of Levi he said, “Your Thummim and Urim belong to your faithful people. You tested your people at Massah. You quarreled with them at the oasis of Meribah. 9They said that they didn’t know their father and mother. They didn’t recognize their own brothers. They didn’t acknowledge their own children. But they obeyed your word and were faithful to the terms of your promise.

- Adam Clarke Bible Commentary · v. 7And this is the blessing of Judah - Though the word blessing is not in the text, yet it may be implied from Deuteronomy 33:1; but probably the words, he spake, are those which should be supplied: And this he spake of Judah, Lord, hear the voice of Judah; that is, says the Targum, receive his prayer when he goes out to battle, and let him be brought back in safety to his own people. Let his hands be sufficient for him - let him have a sufficiency of…Read the comment

- Matthew Henry Concise Commentary · v. 6-23Verses 6-23 The order in which the tribes are here blessed, is not the same as is observed elsewhere. The blessing of Judah may refer to the whole tribe in general, or to David as a type of Christ. Moses largely blesses the tribe of Levi. Acceptance with God is what we should all aim at, and desire, in all our devotions, whether men accept us or not, 2Co 5:9. This prayer is a prophecy, that God will keep up a ministry in his church to the end of time. The…Read the comment
