Context of Daniel 7:9
7After this, I saw a fourth animal in my vision during the night. It was terrifying, dreadful, extraordinarily strong, and had large iron teeth. It devoured and crushed its victims and trampled whatever was left. It acted differently from all the other animals that I had seen before. It had ten horns. 8While I was thinking about the horns, another horn, a little horn, came up among them. It uprooted three of the other horns. This horn had eyes like human eyes and a mouth that spoke impressive things. I watched until thrones were set up and the Ancient One, who has lived for endless years, sat down. His clothes were as white as snow and the hair on his head was like pure wool. His throne was fiery flames, and its wheels were burning fire. 10A river of fire flowed. It came from him. Thousands and thousands served him. Ten thousand times ten thousand were stationed in front of him. The court convened, and the books were opened. 11I continued to watch because of the impressive words that the horn was speaking. I watched until the animal was killed. Its body was destroyed and put into a raging fire.

Commentaries on Daniel 7:9
- Adam Clarke Bible Commentary · v. 9The thrones were cast down - דמיו might be translated erected, so the Vulgate, positi sunt, and so all the versions; but that ours is a proper translation, is sufficiently evident from Daniel 3:6, Daniel 3:16, Daniel 3:20; Daniel 6:17, etc.; where the original word can be used in no other sense than that of throwing or casting down. There is a reference here to preparations made for a general assize, or to the convocation of the sanhedrin, where the…Read the comment
- Barnes’ Notes on the Bible · v. 9I beheld - “I continued looking on these strange sights, and contemplating these transformations.” This implies that some time elapsed before all these things had occurred. - Matthew Henry Concise Commentary · v. 9-14Verses 9-14 These verses are for the comfort and support of the people of God, in reference to the persecutions that would come upon them. Many New Testament predictions of the judgment to come, have plain allusion to this vision; especially Rev. 20:11,12. The Messiah is here called the Son of man; he was made in the likeness of sinful flesh, and was found in fashion as a man, but he is the Son of God. The great event foretold in this passage, is Christ's…Read the comment

I beheld till--I continued looking till. thrones ... cast down--rather, "thrones were placed" [Vulgate and Luther], namely, for the saints and elect angels to whom "judgment is given" (Da 7:22), as assessors with the Judge. Compare Da 7:10, "thousand thousands ministered unto Him" (Mt 19:28; Lu 22:30; 1Co 6:2, 3; 1Ti 5:21; Re 2:26; 4:4).
