Context of 2 Chronicles 21:11
9Jehoram took all his chariot commanders to attack. The Edomites and their chariot commanders surrounded him, but he got up at night and broke through their lines. 10So Edom rebelled against Judah’s rule and is still independent today. At the same time Edom rebelled, Libnah rebelled because Jehoram had abandoned the Lord God of his ancestors. Jehoram made illegal places of worship in the hills of Judah. This caused the inhabitants of Jerusalem to chase after foreign gods as if they were prostitutes. So he led Judah astray. 12Then a letter came to him from the prophet Elijah. It read, “This is what the Lord God of your ancestor David says: You haven’t followed the ways of your father Jehoshaphat or the ways of King Asa of Judah. 13Instead, you have followed the ways of the kings of Israel. You, like Ahab’s family, have caused Judah and the inhabitants of Jerusalem to chase after foreign gods as if they were prostitutes. You have killed your brothers, your father’s family. Your brothers were better than you.

Commentaries on 2 Chronicles 21:11
- Adam Clarke Bible Commentary · v. 11To commit fornication - That is, to serve idols. The Israelites were considered as joined to Jehovah as a woman is joined to her husband: when she associates with other men, this is adultery; when they served other gods, this was called by the same name, it was adultery against Jehovah. This is frequently the only meaning of the terms adultery and fornication in the Scriptures.Read the comment
- Barnes’ Notes on the Bible · v. 11See 2 Kings 8:18. The writer of Kings only tells us in general terms that Jehoram “did evil in the sight of the Lord,” and “walked in the way of the house of Ahab.” Here, in 2 Chronicles 21:11, 2 Chronicles 21:13, we have particulars of his idolatry. Jehoram, it seems, seduced by the evil influence of his wife - Athaliah, the daughter of Ahab - permitted the introduction of Baal-worship, idolatrous altars in various high places, groves (Asherahs), images…Read the comment

Edom has been in rebellion: During Solomon's reign, controlling Edom allowed Israel to access rich Arabian trade. The Edomites had also rebelled before Solomon's death (1 Kings 11:14–22) and were likely not under Rehoboam's control. They seemed to come under Judah's control again after Jehoshaphat defeated them (2 Chronicles 20:1–30; compare 1 Kings 22:47). The town of Libnah…Read the comment
