Context of Leviticus 4:22
20Thus shall he do with the bull. As he did with the bull of the sin offering, so shall he do with this. And the priest shall make atonement for them, and they shall be forgiven. 21And he shall carry the bull outside the camp and burn it up as he burned the first bull; it is the sin offering for the assembly. "When a leader sins, doing unintentionally any one of all the things that by the commandments of the Lord his God ought not to be done, and realizes his guilt, 23or the sin which he has committed is made known to him, he shall bring as his offering a goat, a male without blemish, 24and shall lay his hand on the head of the goat and kill it in the place where they kill the burnt offering before the Lord; it is a sin offering.

- Adam Clarke Bible Commentary · v. 22When a ruler hath sinned - Under the term נשיא nasi, it is probable that any person is meant who held any kind of political dignity among the people, though the rabbins generally understand it of the king. A kid of the goats was the sacrifice in this case, the rites nearly the same as in the preceding cases, only the fat was burnt as that of the peace-offering. The sin of the ruler, committed through ignorance, must come to his knowledge, either by the check of his own conscience, or by the reproof of his friends; both which even the best and greatest, not only should submit to, but be thankful for. The trespass of such a civil functionary being less serious in its character and consequences than that either of the high priest or the congregation, a sin offering of inferior value was required--"a kid of the goats"; and neither was the blood…Read the comment
