Context of Isaiah 57:15
13When you cry out, let your collection of idols deliver you! The wind will carry them all off, a breath will take them away. But he who takes refuge in me shall possess the land and shall inherit my holy mountain. 14And it shall be said, "Build up, build up, prepare the way, remove every obstruction from my people's way." For thus says the One who is high and lifted up, who inhabits eternity, whose name is Holy: "I dwell in the high and holy place, and also with him who is of a contrite and lowly spirit, to revive the spirit of the lowly, and to revive the heart of the contrite. 16For I will not contend forever, nor will I always be angry; for the spirit would grow faint before me, and the breath of life that I made. 17Because of the iniquity of his unjust gain I was angry, I struck him; I hid my face and was angry, but he went on backsliding in the way of his own heart.

- Barnes’ Notes on the Bible · v. 15For thus saith - The design of this verse is, to furnish the assurance that the promise made to the people of God would certainly be accomplished. It was not to be presumed that he was so high and lofty, that he did not condescend to notice the affairs of people; but though he, in fact, dwelt in eternity, yet he also had his abode in the human heart. Many of the ancient pagans supposed that God was so lofty that be did not condescend to notice human…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1515. The pride and self-righteousness of the Jews were the stumbling block in the way of their acknowledging Christ. The contrition of Israel in the last days shall be attended with God's interposition in their behalf. So their self-humiliation, in Is 66:2, 5, 10, &c., precedes their final prosperity (Zec 12:6, 10-14); there will, probably, be a previous period of unbelief even after their return (Zec 12:8, 9).Read the comment
