Context of Isaiah 24:23
21On that day the Lord will punish the host of heaven, in heaven, and the kings of the earth, on the earth. 22They will be gathered together as prisoners in a pit; they will be shut up in a prison, and after many days they will be punished. Then the moon will be confounded and the sun ashamed, for the Lord of hosts reigns on Mount Zion and in Jerusalem, and his glory will be before his elders.

"The figurative language of the prophets is taken from the analogy between the world natural and an empire or kingdom considered as a world politic. - Barnes’ Notes on the Bible · v. 23Then the moon shall be confounded - The heavenly bodies are often employed in the sacred writings to denote the princes and kings of the earth. These expressions are not to be pressed ad unguem as if the sun denoted one thing and the moon another; but they are general poetic expressions designed to represent rulers, princes, and magistrates of all kinds (compare Ezekiel 32:7; Joel 2:30-31). Here is terror to sinners; the prophet laments the miseries he saw breaking in like a torrent; and the small number of believers. He foresees that sin would abound.
