Context of Genesis 1:9
7And God made the expanse and separated the waters that were under the expanse from the waters that were above the expanse. And it was so. 8And God called the expanse Heaven. And there was evening and there was morning, the second day. And God said, "Let the waters under the heavens be gathered together into one place, and let the dry land appear." And it was so. 10God called the dry land Earth, and the waters that were gathered together he called Seas. And God saw that it was good. 11And God said, "Let the earth sprout vegetation, plants yielding seed, and fruit trees bearing fruit in which is their seed, each according to its kind, on the earth." And it was so.

- Matthew Henry Concise Commentary · v. 6-13Verses 6-13 The earth was emptiness, but by a word spoken, it became full of God's riches, and his they are still. Though the use of them is allowed to man, they are from God, and to his service and honour they must be used. The earth, at his command, brings forth grass, herbs, and fruits. God must have the glory of all the benefit we receive from the produce of the earth. If we have, through grace, an interest in Him who is the Fountain, we may rejoice…Read the comment
- Tyndale Open Study Notes · v. 9-10Let the waters … be gathered into one place: Other ancient cultures considered the sea to be a hostile force. Genesis shows God further controlling chaos by setting specific boundaries for the sea (see study note on 1:2). The flood was an act of God’s judgment (6:7). It removed these boundaries and returned the earth to chaos (7:1–24).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 9-139. let the waters under the heaven be gathered together unto one place--The world was to be rendered a terraqueous globe, and this was effected by a volcanic convulsion on its surface, the upheaving of some parts, the sinking of others, and the formation of vast hollows, into which the waters impetuously rushed, as is graphically described (Psa 104:6-9) [Hitchcock]. Thus a large part of the earth was left "dry land," and thus were formed oceans, seas…Read the comment
