Context of Ezekiel 34:23
21Because you push with side and shoulder, and thrust at all the weak with your horns, till you have scattered them abroad, 22I will rescue my flock; they shall no longer be a prey. And I will judge between sheep and sheep. And I will set up over them one shepherd, my servant David, and he shall feed them: he shall feed them and be their shepherd. 24And I, the Lord, will be their God, and my servant David shall be prince among them. I am the Lord; I have spoken. 25"I will make with them a covenant of peace and banish wild beasts from the land, so that they may dwell securely in the wilderness and sleep in the woods.

- Adam Clarke Bible Commentary · v. 23I will set up one Shepherd - my servant David - David, king of Israel, had been dead upwards of four hundred years; and from that time till now there never was a ruler of any kind, either in the Jewish church or state, of the name of David. This, then, must be some typical person; and from the texts marked in the margin we understand that Jesus Christ alone is meant, as both Old and New Testaments agree in this. And from this one Shepherd all Christian…Read the comment
- Barnes’ Notes on the Bible · v. 20-31Verses 20-31 Yahweh having promised to be a Ruler of His people, the administration of the divine kingdom is now described, as carried on by One King, the representative of David, whose dominion should fulfill all the promises originally made to the man after God‘s own heart. Ezekiel does not so much add to, as explain and develope, the original promise; and as the complete fulfillment of the spiritual blessings, which the prophets were guided to…Read the comment

Under Him, as the good Shepherd, the church would be a blessing to all around. Christ, though excellent in himself…Read the comment
