Context of Ezekiel 34:23
21You fat sheep use your shoulders to push the other sheep away. You attack the weak sheep with your horns so that they run away. 22Because you do this, I will rescue my sheep. They will no longer be in danger from other animals. I will judge between one sheep and another sheep. Then I will choose one shepherd to lead them. He is my servant, David. He will take care of them as their shepherd. 24I, the Lord, will be their God. My servant David will be their ruler. I, the Lord, have said this. 25I will make an agreement with them, that I will give them peace. I will remove the dangerous wild animals from the land. Then they can live there safely, even in the wilderness. They will not be afraid when they sleep in the forests.

- Adam Clarke Bible Commentary · v. 23I will set up one Shepherd - my servant David - David, king of Israel, had been dead upwards of four hundred years; and from that time till now there never was a ruler of any kind, either in the Jewish church or state, of the name of David. This, then, must be some typical person; and from the texts marked in the margin we understand that Jesus Christ alone is meant, as both Old and New Testaments agree in this. And from this one Shepherd all Christian…Read the comment
- Barnes’ Notes on the Bible · v. 20-31Verses 20-31 Yahweh having promised to be a Ruler of His people, the administration of the divine kingdom is now described, as carried on by One King, the representative of David, whose dominion should fulfill all the promises originally made to the man after God‘s own heart. Ezekiel does not so much add to, as explain and develope, the original promise; and as the complete fulfillment of the spiritual blessings, which the prophets were guided to…Read the comment
