Context of Numbers 25:13
11‘I am no longer angry with the Israelites. That is because of what Phinehas, the son of Eleazar and grandson of Aaron the priest, did. He did not want the people to worship any god except me. Because of him, I did not kill all the Israelites. 12So you must tell him that I have promised that my peace will be with him. That promise will be for him and for his descendants after him. They will always be priests. That is because he did not want the people to worship any god except me. He has removed the sin of the Israelites so that I could forgive them.’ 14The name of the man that Phinehas killed with the Midianite woman was Zimri. He was the son of Salu. Salu was the leader of a clan from the tribe of Simeon. 15The name of the Midianite woman was Cozbi. She was the daughter of Zur. Zur was a leader of a Midianite clan.

- Tyndale Open Study Notes · v. 13The deaths of Zimri and Cozbi helped remove sin from the community of Israel. Their judgment stopped the spread of sin among the people. Phinehas’s action had atoning value. This means it helped turn away God’s judgment and restore the people’s relationship with him. His act brought cleansing and peace to Israel (see study note on Leviticus 1:4).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 11-1311-13. Phinehas ... hath turned my wrath away--This assurance was a signal mark of honor that the stain of blood, instead of defiling, confirmed him in office and that his posterity should continue as long as the national existence of Israel.Read the comment
