Context of Joshua 16:9
7From there it went to Ataroth and Naarah and past Jericho to the Jordan River. 8From Tappuah, the border continued to the west, to the stream of Kanah. From there, it continued to the sea. That is the land that Joshua gave to the families of the tribe of Ephraim. They also received some towns and villages that were in Manasseh's land. 10But the tribe of Ephraim did not chase out the Canaanite people who lived in Gezer. Canaanite people still live there with the people of Ephraim, but they have to work as their slaves.

- Barnes’ Notes on the Bible · v. 9The verb “were,” introduced by the King James Version in this verse should be omitted; and the full stop after Joshua 16:8 replaced by a colon. The purport of Joshua 16:9 is simply to add to the inheritance of Ephraim, defined by the preceding context, “the separate cities” or more properly “single cities” which were allotted to them in addition within the borders of Manasseh. The reasons for granting these additional cities to the Ephraimites can only be…Read the comment
- Tyndale Open Study Notes · v. 1-10Joseph had two sons, Manasseh and Ephraim (Genesis 41:50–52). Half of those descended from Manasseh received their inheritance east of the Jordan River. The tribe of Ephraim and the rest of Manasseh's tribe now received their land. This made the total number of land portions twelve, fulfilling Jacob's blessing to Joseph (Genesis 49:22–26). Like Judah in the south, Joseph’s tribes led from their central position in the north.Read the comment
