Context of Isaiah 7:9
7But I, the Almighty Lord, say this: That will never happen! 8The capital city of Syria is Damascus. And the king of Damascus is Rezin. 65 years from now Ephraim will not even be a nation. There will be nothing left! The capital city of Ephraim is Samaria. And the king of Samaria is Remaliah's son. If you do not continue to trust me, you will not be strong enough to win.” ’ 10Isaiah also gave this message from the Lord to Ahaz. 11He said, ‘Ask the Lord your God to do a miracle for you. That will show you that what he has said is true. Ask for anything, deep in the earth or high in the sky.’

For a description of this city, see the notes at Isaiah 28:1. The meaning of the prophet is, that Samaria should continue to be the head of Ephraim; that is, Jerusalem should not be made its capital. If ye will not believe, surely ye shall not be established - There is considerable variety in the interpretation of these…Read the comment
- Tyndale Open Study Notes · v. 9The last sentence is a play on two Hebrew words: If you do not stand firm (te’amenu) in your faith (ta’aminu), you will not stand at all. Firm trust in the Lord is essential, especially for a leader of God's people (see also 2 Chronicles 20:20). Leaders must act on their faith to show it exists. Ahaz and the people of his time trusted Assyria, their enemy, instead of trusting God. They looked for help from a foreign power rather than from the Lord. Later…Read the comment
