Context of Isaiah 26:11
9With my soul have I desired thee in the night; yea, with my spirit within me will I seek thee earnestly: for when thy judgments are in the earth, the inhabitants of the world learn righteousness. 10Let favor be showed to the wicked, yet will he not learn righteousness; in the land of uprightness will he deal wrongfully, and will not behold the majesty of Jehovah. Jehovah, thy hand is lifted up, yet they see not: but they shall seethyzeal for the people, and be put to shame; yea, fire shall devour thine adversaries. 12Jehovah, thou wilt ordain peace for us; for thou hast also wrought all our works for us. 13O Jehovah our God, other lords besides thee have had dominion over us; but by thee only will we make mention of thy name.

- Barnes’ Notes on the Bible · v. 11Lord, when thy hand is lifted up - This is an explanation of the sentiment expressed in the former verse. The lifting up of the hand here refers, doubtless, to the manifestations of the majesty and goodness of the Lord. They will not see - They are blind to all the exhibitions of power, mercy, and goodness. But they shall see - They shall yet be brought to recognize thy hand. They shall see thy favor toward thy children, and thy judgment on thy foes. The…Read the comment

And it is their happiness that God makes their way plain and easy. It is our duty, and will be our comfort, to wait for God, to keep up holy desires toward him in the darkest and most discouraging times. Our troubles must never turn us from God; and in the darkest, longest night of affliction, with our souls must we desire him; and this we must wait and pray…Read the comment
