Context of Isaiah 10:18
16So the Lord, the Almighty Lord, will punish Assyria's soldiers. They are now fat and healthy, but they will become thin! It will be like a fire that burns them, with all their proud strength. 17The holy God, who is the Light of Israel, will become like a fire. Assyria's soldiers will be like weeds and thorn bushes and the fire will destroy them in one day. The Lord will completely destroy Assyria's great forests and its good fields. It will seem like a bad disease is taking away their life. 19Only a few trees will remain in the forests. Even a child will be able to count them! 20At that time, only a few people will remain in Israel. Only a few descendants of Jacob will still be alive. They will no longer expect to receive help from a foreign ruler who is cruel to them. Instead, they will trust the Lord, the Holy God of Israel, to help them.

- Barnes’ Notes on the Bible · v. 18The glory of his forest - In these expressions, the army of Sennacherib is compared with a beautiful grove thick set with trees; and as all the beauty of a grove which the fire overruns is destroyed, so, says the prophet, it will be with the army of the Assyrian under the judgments of God. If the briers and thorns‘ Isaiah 10:17 refer to the common soldiers of his army, then the glory of the forest - the tall, majestic trees - refer to the princes and…Read the comment
- Matthew Henry Concise Commentary · v. 5-19Verses 5-19 See what a change sin made. The king of Assyria, in his pride, thought to act by his own will. The tyrants of the world are tools of Providence. God designs to correct his people for their hypocrisy, and bring them nearer to him; but is that Sennacherib's design? No; he designs to gratify his own covetousness and ambition. The Assyrian boasts what great things he has done to other nations, by his own policy and power. He knows not that it is…Read the comment

They boasted about their own power (Isaiah 10:12). They oppressed other peoples and took what did not belong to them (Isaiah 10:13–14). They believed they were acting on their own.
